During the visiting meeting

On December, 13 the visiting meeting of the National Security and Defense Committee of the Verkhovna Rada of Ukraine was held in the SZRU. Members of the relevant Committee along with the high officers of the SZRU discussed a wide range of issues concerning creation and activity of the SZRU, and got acquainted with working conditions of Intelligence officers.
The Head of the Foreign Intelligence Service of Ukraine colonel-general Mykola Malomuzh informed the members of the Committee about the work that had been done in the field of creation of the legislative basis for the SZRU’s activity, its organizational and structural reorganization, introduction of new forms and methods of intelligence activity and its concrete results. Besides he pointed out the problems, which need legislative regulation.
Members of the Verkhovna Rada of Ukraine Committee positively estimated the activity of the separate intelligence state body at the first stages of its formation and noted that the high officers of the SZRU succeeded not only in preserving human resources, but also in introducing a new ideology of intelligence activity, new standards, values and approaches to SZRU management during the short period of time. It allows to concentrate efforts on the priority directions of its activity, as well as to provide the conformity of counteraction measures on existing and potential risks and threats to the national security of Ukraine.
Members of Ukraine’s parliament stated that the adoption of laws and corresponding edicts of the President of Ukraine allowed to complete the formation of procedural and institutional basis for regulation of intelligence activities, and to make it impossible to conduct such activities beyond the legal framework. At the same time members of the Committee assented to the necessity of further improvement in legislation regarding the activity of the Foreign Intelligence Service of Ukraine and its architecture, logistic support and financial provision, as well as solution of some social problems.

The first deputy of the Chairman of the Committee Yuriy Samoilenko and the chairman of the subcommittee on legal providing of national security Olexandr Skybinetsky and other participants of the meeting stressed in their speeches that an offensive position in protecting national interests should be the key component of the Intelligence activity. They also focused their attention on the necessity of strengthening the role of intelligence in the state security system, the creation of such mechanisms that would respond to new external threats to our country. Moreover, they directed attention to the necessity of realization the Ukrainian President’s directive on preparation of the new concept of intelligence bodies’ activity.
Senior officials of the Secretariat of the President of Ukraine and the National Security and Defense Council of Ukraine participated in the visiting meeting.
